Construction COSHH assessments: a practical checklist

Start with the activity, not only the product

Identify what is used or generated, where the task takes place, how long it lasts and who may be exposed. Construction health hazards can include products with warning labels as well as dust, fumes, vapours, mists and biological agents created by the work.

Information to gather

• Current safety data sheet and manufacturer instructions
• Quantity, concentration, frequency and duration of use
• How the substance enters the body and who could be exposed
• Dust, fume or vapour produced by cutting, drilling, welding or mixing
• Existing ventilation, extraction, storage and segregation
• Exposure limits, health surveillance or specialist advice where relevant

Select controls in the right order

First consider eliminating the substance or changing the process. Where that is not reasonably practicable, consider substitution, enclosure, local exhaust ventilation, wet methods, restricted access and suitable work practices before relying on respiratory or other personal protective equipment.

Make the assessment usable

• Define the exact task and location covered
• State how controls are set up, checked and maintained
• Specify PPE or RPE precisely, including fit testing where required
• Cover storage, transport, spills, fire, first aid and waste
• Explain briefing, supervision and what triggers reassessment

Review when the work changes

Reassess if the product, process, quantity, location or controls change, after an incident or exposure concern, or where monitoring shows the arrangements may be ineffective.
